✈️ Cebu Pacific operates most of its flights to and from Manila (MNL) for both domestic and international destinations.
Ninoy Aquino International Airport (NAIA) in Manila is one of the busiest airports in the Philippines, and serves as a major hub for Cebu Pacific. It is the primary gateway to the country’s capital region and connects travelers to numerous domestic and international destinations.
NAIA is composed of four terminals, with Cebu Pacific operating in Terminal 3.
Guide & Travel Requirements
General Guidelines
✈️ For Domestic Flights (NAIA Terminal 3)
✅ Check-in
- Make sure to check in online before arriving at the airport.
- If you can't check in online, you can use the self-service kiosks or line up at Cebu Pacific's airport counters.
- Airport counters for domestic flights close 45 minutes before departure. Please arrive at the airport three (3) hours before your flight.
- Bring a valid ID when traveling.

- Take note of your booking's baggage allowance.
- To help ensure enough cabin space for everyone, hand-carry bags may be assessed before boarding. If your bag exceeds size limit, it will need to be checked in, with applicable fees.

✈️ For International Flights (NAIA Terminal 3)
✅ Check-in
- Make sure to check in online before arriving at the airport.
- If you can't check in online, you can use the self-service kiosks or line up at Cebu Pacific's airport counters. Please note that passengers requiring visa are not eligible to use kiosks. Please proceed to the counters.
- If you are flying internationally with no checked baggage, please proceed to the dedicated counters for faster document/visa checking:
- 12:00AM – 4:00PM PHT: Counters A29 and B15
- 4:01PM – 11:59PM PHT: Counters A16 and B1
- If you are flying internationally with no checked baggage, please proceed to the dedicated counters for faster document/visa checking:
- Airport counters for international flights close one (1) hour before departure. Please arrive at the airport four (4) hours before your flight.
- Bring your passport when travelling internationally.

✅ eTravel
- Make sure to accomplish the PH eTravel and Customs Declaration within 72 hours before departure or arrival. This applies to:
- All passengers entering the Philippines
- Filipino passengers departing from the Philippines
- If you're carrying more than PHP 50,000 or USD 10,000 (or equivalent in other currencies), you need to:
- Declare the amount when filling your eTravel details
- For PH currency, secure authorization from the Bangko Sentral ng Pilipinas
- Non-declaration or false declaration shall be subject to confiscation and/or legal action.
✈️ For Connecting Flights

Aside from the e-Travel form for international flights, there are no specific travel restrictions or special requirements when arriving at Manila.
Please make sure to still check for any additional requirements that may be imposed by the local government.

Communications:
- At Ninoy Aquino International Airports, communication with passengers is primarily done through airport announcements, flight information display screens (FIDS), and printed or digital signages.
- We also encourage passengers to monitor their email for important updates from Cebu Pacific.
Exiting the airport:
- If your flight is disrupted after immigration and customs clearance, you may be allowed to exit Ninoy Aquino International Airport Terminal 3.
- Hand-carried Duty-Free items can be brought out of the airport as well.
How to Use the Kiosks
- Operating Hours:

- Closes: 1 hour before international flights / 45 minutes before domestic flights

- Visa-required passengers must check in at counters.
- Biometric registration is applicable to international flights only and happens after check-in.
How to Use the Common Use Self-Service (CUSS) Kiosk
- Select Airline

- Choose between:
• Scanning itinerary (QR code or barcode)
• Manually entering booking reference number

- Choose one or both:
• Print Boarding Pass

Passenger Selection
- Tick the checkbox beside the passenger name(s) to check in.
- Boarding pass is printed for selected passenger(s).
- Tap Next to proceed.

Dangerous Goods (DG) Declaration
- Acknowledges DG security questions via on-screen prompts.

Passport Scan
- Scan passport for identity verification and immigration data.

Baggage Details
- Enter number of checked bags.
- Tap Next to continue.

Print Documents
- Boarding pass and bag tag(s) are printed.

Biometric Registration
- For international flights, passenger will be prompted to register facial biometrics.
- Confirmation message appears once registration is successful.

Proceed to Self Bag Drop Counter.
- Handles domestic and international flights
- Optional biometric verification for registered passengers
How to Use the Self-Bag Drop (SBD) Kiosk
- Select Airline
- Select airline (Cebu Pacific) on the SBD screen.

Biometric & Privacy Acknowledgment
- Registers facial biometrics (if not already done). This is optional.
- Acknowledge data privacy notice.
- Flight details can be retrieved using:
• Biometric verification
• Scanning the QR code on the boarding pass

Place Bag
- Once biometrics is recognized, place checked baggage on the conveyor belt.

Scan Bag Tag
- Scan the printed bag tag to associate it with the booking.

Retrieve Receipt
- Baggage receipt is printed and handed to the passenger.

Proceed to Passenger Reconciliation System.
- Supports OFWs and international flights
- Closes 15 minutes before flight
How to Use the Passenger Reconciliation System
- At the e-gates, scan your face or boarding pass for identity verification.
- After a successful scan, proceed to Immigration and complete the final security screening (X-ray).
How to Use the Self-Boarding Gate (SBG)
- Scan your boarding pass and passport when prompted.
- The gate will verify your identity with a quick face scan.
- Once verified, the gate opens and you can proceed to board.
- Located near Counter A29, beside the Cashier
- Accepted Payment Methods:

🧳 Airport Baggage
You may purchase airport baggage through:
- Payment Kiosk
- Enter your Booking Reference Number to view and purchase available baggage options.
- Pay directly using the kiosk.
- Service Center
- Purchase baggage through the Service Center, then settle your payment either:
- at the Payment Kiosk, or
- at the Cashier
- Purchase baggage through the Service Center, then settle your payment either:

💳 Outstanding Balance
You may settle your outstanding balance through:
- Payment Kiosk
- Enter your Booking Reference Number.
- The kiosk will display any outstanding balance.
- You may pay directly at the Payment Kiosk or proceed to the Cashier.
🎫 Collecting Your Boarding Pass
- If you paid at the Cashier, the Cashier will issue your boarding pass.
- If you paid at the Payment Kiosk, our staff will reprint your boarding pass for you.
