Requirements per shipment
For Domestic Shipments
To transport household pets within the Philippines, you need:
- ✅ A Local Shipping Permit from the Bureau of Quarantine
- This can be obtained online. Processing takes 3 business days.
- Please print the permit and bring it to the Bureau of Quarantine (BOQ) office at the Mezzanine Floor, PSI Building, ICT Compound, NAIA, Pasay City (near Terminal 1 and Terminal 2) for countersigning of a Quarantine Officer.
- ❗️Take Note: The signature remains valid for 24 hours, whereas the issued Local Shipping Permit is valid for 7 days.
- If more than 24 hours have passed since the initial signature, the permit must be re-signed to remain valid.
- ✅ Veterinary Health Certificate
- ✅ Updated Vaccination Record from a veterinary clinic or hospital
- The pet should be vaccinated at least 14 days before the travel date
- The specific breed must be indicated in the certificate
🐶 Packaging Requirements

💡 Booking Reminders
- Booking is strictly on a first come, first served basis.
- We only accept booking requests 1- 3 days before your preferred date of transfer.
- We only cater airport to airport service only.
- We only accommodate live animals on a ventilated aircraft.
- Aircraft availability may change without prior notice.
- For the safety and comfort of the live animals, we do not accept live animal shipments between 8:00am to 4:00pm.
- Generally, snub-nosed (brachycephalic) dogs and cats are not accepted as cargo due to their risk for respiratory conditions.
- However, mixed-breed pets with partial snub-nosed genetics may be assessed for acceptability.
- To transport household pets internationally, please reach out to an IATA-accredited freight forwarder.
- These forwarders will help with the following:
- Handle all necessary documentation
- Coordinate every aspect of the shipping process
- Serve as your primary point of contact for any queries regarding your shipment.
- To get a referral for an accredited forwarder, please submit an inquiry through the CEB Cargo Support Portal.

🐔 To transport game fowls, fighting cocks, day-old chicks and hens, you need:
- ✅ A Veterinary Health Certificate from the Bureau of Animal Industry
- ✅ Local Shipping Permit
- Issuance of the Shipping Permit is now being done online on Bureau of Quarantine's official website: https://nvqsd.bai.gov.ph
- Processing takes 3 business days.
- Once processed, please print the permit.
- Proceed to present the permit at the Bureau of Quarantine (BOQ) office at the Mezzanine Floor, PSI Building, ICT Compound, NAIA, Pasay City (near Terminal 1 and Terminal 2) for countersigning of a Quarantine Officer.
- ❗️The signature remains valid for 24 hours, whereas the issued Local Shipping Permit is valid for 7 days.
- If more than 24 hours have passed since the initial signature, the permit must be re-signed to remain valid.
❗️Take note
- When requesting to transport fighting cocks and day-old chicks during embargo period (between 8:00 AM to 4:00 PM), the shipper must provide the following:
- A Letter of Intent for Cebu Pacific to accept fighting cocks within the embargo period.
- The letter must contain:
- The shipper’s letterhead (if applicable)
- Shipper/representative name
- Signature of the shipper/representative
- These animals must be in strong boxes with ventilation holes.
- A maximum of two per box is allowed, with a thick separator to prevent fighting.
🐒 To transport wildlife animals within the Philippines, you need:

✅ Local Transport Permit issued by Department of Environment and Natural Resources (DENR)
- ✅ Veterinary Health Certificate from the Bureau of Animal Industry
- ✅ Local Shipping Permit
- Issuance of the Shipping Permit is now being done online on Bureau of Quarantine's official website: https://nvqsd.bai.gov.ph
- Processing takes 3 business days.
- Once processed, please print the permit.
- Proceed to present the permit at the Bureau of Quarantine (BOQ) office at the Mezzanine Floor, PSI Building, ICT Compound, NAIA, Pasay City (near Terminal 1 and Terminal 2) for countersigning of a Quarantine Officer.

🐖 To transport other live animals within the Philippines, you need:
- ✅ A Quarantine Permit from the Bureau of Quarantine
- This can be obtained online.
- Processing takes 3 business days.
- Print the permit and bring it to the BOQ office at the Mezzanine Floor, PSI Building, ICT Compound, NAIA, Pasay City (near Terminal 1 and Terminal 2) for countersigning.
Other permits may be required depending on the type of animal.
- To transport live animals internationally, please reach out to an IATA-accredited freight forwarder.
- These forwarders will help with the following:
- Handle all necessary documentation
- Coordinate every aspect of the shipping process
- Serve as your primary point of contact for any queries regarding your shipment.

For Domestic Shipments

- ✅ Clearance/Permit from BFAR.
- ✅ Local Shipping Permit.
- Issuance of the Shipping Permit is now being done online on Bureau of Quarantine's official website: https://nvqsd.bai.gov.ph
- Processing takes 3 business days.
- Once processed, please print the permit.
- Proceed to present the permit at the Bureau of Quarantine (BOQ) office at the Mezzanine Floor, PSI Building, ICT Compound, NAIA, Pasay City (near Terminal 1 and Terminal 2) for countersigning of a Quarantine Officer.
- ❗️Take note: The signature remains valid for 24 hours, whereas the issued Local Shipping Permit is valid for 7 days.

Live marine animals, such as live fish and crabs, must be packed in a polyethylene plastic (if applicable) inside a styrofoam box with an absorbent material.
For International Shipments
Please secure the following:
- ✅ Import/Export Permit from Department of Agriculture
- ✅ Bureau of Fisheries and Aquatic Resources (DA-BFAR) Quarantine Division (DA-BFAR) for Fresh, Frozen, Chilled Fishery products.
💡 Take note! Marine shipments are not yet acceptable as Transit Cargo due to its nature of commodity (highly perishable).
For Domestic Shipments
For shipments within the Philippines or for domestic transfers, please secure the following:
- ✅ A Clearance or Permit for Domestic Transport from the Department of Agriculture – Bureau of Plant Industry (DA-BPI) Plant Quarantine Service.
For International Shipments
For shipments inbound Philippines or for import transfers, please secure the following:
- ✅ Sanitary and Phytosanitary Import Clearance (SPSIC)
- ✅ Plant Quarantine Clearance (PQC)
💡 Take note:
- The Shipper's Advice and Certificate of Contents (SACC) form, along with the attached booking confirmation slip, will be submitted to Pass Control before proceeding to the Quarantine Office.
- Quarantine Office operates from 8:00AM - 5:00PM and is located in the Mezzanine Flr., PSI Building, ICT Compound, NAIA, Pasay City (in between NAIA Terminals 1 & 2).
- From 5:00PM onwards, the Quarantine Office will transfer to NAIA Terminal 2 Departure Area at the Passenger Terminal.
To transport processed meat within the Philippines, please secure:
- ✅ A Quarantine Permit for more than 5kg of frozen or processed meat.
- This can be obtained online and countersigned at the Quarantine Office in NAIA Terminal 2.
- ✅ Certificate of Product Registration (CPR)
- ✅ License to Operate (LTO)
For fresh meat, please secure:
- ✅ A Quarantine Permit for more than 5kg of frozen or processed meat.
- This can be obtained online and countersigned at the Quarantine Office in NAIA Terminal 2.
- ✅ A Certificate of Meat Inspection (COMI) from the National Meat Inspection Service (NMIS).
For cooked meat, a quarantine permit is not required unless the meat is frozen.
- Please check with your accredited freight forwarder for the specific guidelines.
Only the following are allowed to ship unloaded firearms, parts, or accessories:
- Gun Dealers/Suppliers
- Active Members of Law Enforcement,
- Licensed Firearm Owners
- Security Agency Personnel
Gun Dealers/Suppliers need to secure:
- ✅ Permit to Transport Firearms and Ammunition from the PNP Firearms and Explosive Division.
- ✅ Application for Firearms License or Firearms License Card from the same division.
Active Members of AFP/PNP/NBI and Other Law Enforcement Agencies need to secure:
- ✅ Valid service/agency ID.
- ✅ Valid Memorandum Receipt/Acknowledgement Receipt Equipment.
- ✅ Valid Mission Order/Letter Order.
Licensed Firearm Owners and Gun Club Members need to secure:
- ✅ Valid firearms license.
- ✅ Valid ID (Driver’s license, Postal ID, Passport, etc.).
- ✅ Valid Permit to Carry Firearms Outside of Residence.
- ✅ Valid Permit to Transport Firearms and Ammunition for firearms not covered by the Permit to Carry Firearms Outside of Residence.
- ✅ Permit to Transport Firearms and Ammunition for gun club members.
- Transporting firearms internationally is not allowed.
For Domestic Shipments
Requirements for Human Tissues and Human Organs, please secure:

✅ A Certificate of Packing issued by a medical doctor attesting that:
-
He personally packed or supervised the packing of the human organ for transplant.
- The packaging fully complies with the packing of Exempt Human Specimens for Transplantation as follows:
- A leak proof primary receptacle
- A leak proof secondary receptacle
- An outer packaging of adequate strength for its capacity, mass and intended use

✅ Authorization for the transport of human organs for clinical transplantation to any domestic commercial flights as issued by the Office of the Secretary of the Department of Health.

✅ PRC ID and official institutional / hospital ID of the transporting team members.
💡 Take note! Human tissues and organs intended for transplantation is allowed on any domestic commercial flight.
Requirements for Human Blood/Blood Sample
- ✅ Permit from Department of Health-Bureau of Quarantine attesting that:
- The said specimen is packed appropriately and in accordance with the regulations.
- Imposes no hazard while in transit.

✅ Certificate of Packing issued by the medical doctor attesting that:

He personally packed or supervised the packing of the human blood and does not contain any hazardous ingredients.

✅ Certification from the Philippine Red Cross (applicable for Red Cross shipments only)
For domestic shipments and outbound PH:
We do not accept Dangerous Goods except for:
- COMAT
- Carriage of Carbon Dioxide, Solid (Dry Ice) under IATA Packing Instruction 954.
- Lithium Ion and Metal/Alloy Cells & Batteries in compliance with IATA Packing Instructions 966, 967, 969, and 970.
- Consumer Products under UN/ID Nos. UN1266 (Perfumery Products), UN1950 (Aerosols, flammable), UN1993 (Flammable Liquid), and ID 8000 (Consumer Commodity).
For international shipments (inbound PH or Foreign Transport):
We accept Dangerous Goods except for:
- Radioactive Material (Class 7)
- Explosives (Class 1) except for Division 1.4S
- Infectious Substances (Class 6) under Category B
Shipping, Claiming and Tracking
✈️ Domestic and international cargoes are charged based on the cargo classification, actual weight or volume and declared value.
For domestic cargo payments, the following stations now also accept e-Wallets, credit cards, and debit cards:
- Manila
- Cebu
- Davao
- Iloilo
- Bacolod

📦 If you need to send your cargo from Manila:
- You can drop off your shipment at the Cebu Pacific Cargo Terminal, Domestic Road, Pasay City.
📦 To claim your cargo in Manila:
- Please head to the Cebu Pacific Cargo Terminal, Domestic Road, Pasay City.
Please be reminded that we only transact with accredited freight forwarders for international shipments.
✅ Acceptable:
- General cargo, fresh and live marine products, and other perishable shipments
- Processed, fresh or cooked meat
- Lithium-ion cells & batteries and lithium metal/alloy cells & batteries contained or packed in equipment
- Make sure the cells or batteries are brand new!
- Dry ice as refrigerants for non-dangerous goods, such as frozen food and drinks
- Dangerous goods
- Note: Shipping dangerous goods are still subject to CEB Cargo approval.
- Human remains/ashes
- Live animals
❌ Not Acceptable:
- Explosives
- Infectious substances
- Radioactive items
To claim your shipment, you, the consignee, must go to the Cargo Office at the destination.
When you get there, please present:
- One valid ID
- Air Waybill number
- This can be obtained from the shipper
- This can be obtained from the shipper
You can send an authorized representative to claim the shipment for you.
Make sure they present the following requirements:
- Authorization Letter signed by you, the consignee
- Your valid ID
- Valid ID of the authorized representative
📦 Make sure to claim your cargo immediately.
If you can’t immediately claim your cargo after it arrives at its destination in the Philippines, it will be deemed unclaimed.
- Highly perishable cargos are disposed of within 24 hours after arriving at the airport of destination.
- Non-perishable cargos are disposed of 30 days after their arrival at the airport of destination.
- There are no charges for the first 24 hours after your cargo arrives.
- If you claim your cargo after the first 24 hours, the storage fee will be calculated from the day it arrives.
Storage fee for international cargo
- All international cargo is subject to a storage fee from the day it arrives.
- The fee will be calculated from the day the cargo arrives.

🏄🏻♀️ Surfboards can be transported on ATR or DG flights. They need to be 6 feet or shorter due to baggage compartment restrictions.
🐰 We do not accept live animals on our ATR or DG flights, except for live fish with proper packaging.
💡 Cargo on ATR flights are limited to a maximum size of 50cm x 50cm x 50cm and a weight of 35kg per piece.
